The main goal of academic institutions is to provide excellent quality education to its citizens. It is in schools where citizens are prepared to contribute skills and knowledge to their country for socio-economic progress. Universities and all other academic institutions in the country are already governed by sets of standards.  But to further improve the quality of service they deliver, academic institutions are encouraged to practice a management system at par with the international standards.

The Philippines, through Administrative Order (AO) 161 of 2006, institutionalizes quality management systems in government offices, including state universities.  Its main goal is to improve the country’s competitiveness ranking in the world.  It has since adopted ISO 9001 as a national standard to build quality culture that characterizes customer-driven organization and to further strengthen global competitiveness.
